When changing guitar tuning from standard to one step down do you tighten or loosen the strings?

    Yes. Loosen the strings.

    It depends on if you want to be tuned D [DGCFAD] or Drop D [DADFAD]

    most recent heavier bands use a drop tuning of some sort.

    Yes, you would loosen the strings. That tuning is one that is used a lot for playing the guitar with a slide.
