Trouble tuning a guitar with a floyd rose?

I recently got a Charvel San Dimas, and have been trying to tune a half step down. After I tune all the strings down, a few seconds later, the pitch on the strings start to raise. Tuning a guitar with a floyd rose half a step down?

Alright so basically I start with the low E string and tune each string down half a step, but then after that the low E string that I tuned down is back to a normal E note, not D#.
