Why am I having so much trouble tuning my guitar down half a step?

How do you tune your guitar down half a step?

If it makes a difference I do have a capo and an electric tuner. I want to learn to play “Somewhere out there” by Our Lady Peace. The guitar tabs say to tune down half a step, but I have no idea what that means. I also haven’t found any tutorial videos or clear tabs to follow yet. Help? Thanks and God bless. Tuning a guitar with a floyd rose half a step down?

Alright so basically I start with the low E string and tune each string down half a step, but then after that the low E string that I tuned down is back to a normal E note, not D#. Is tuning a guitar double flat the same as tuning it half step down?
